Bi-weekly means every other week, so I believe bi-monthly is every other month. (Just checked Merriam-Webster's site, and it is every other month.)

Yes, bi-monthly is every other month.
Semi-monthly is twice a month.

Happening every two weeks - bi-weekly Happening twice a week; semiweekly
Happening twice each year; semiannual. Occurring every two years; biennial.

Unless you're in some office settings (with dingy bossie's) and then it's twice a month. I had to fight this in my previous position - constantly - with everyone from the Director down to the front line manager. Guess here in AL, and specifically that business, bi means twice and therefore bi-weekly was twice a week, bi-monthly was twice a month, etc. I sure hope none of them try to get a job elsewhere that's bi-annual, or they'll be broke before they get a chance to say "bye".
