I am incharge of setting up a meeting for my boss every quarter.  The way we handle the scheduling is to ask our employees first, then we turn the dates over to the committe chaiperson (he does not work for our company).  Usually he responds quickly to an email or phone call and the date gets set within 48 hours. This time I have been calling his office for over a week.  I have spoken to his assistant who does nothing but turn me over to his voicemail, the proposed dates are now less than a month away.
My question comes as this:  How often can I call his voicemail before I become unprofessionial and annoying?  I have spoken to my boss and she says she will help but has done nothing so far.  I feel I am dropping the ball on this but my hands are tied until he responds.

Set the date for him.  Tell him that if he doesn't get back to you by a certain date, ie the end of next week if you can wait that long, you will then have to set the date and hope he can make it.

I would stress to his assistant the importance of his returning your call as your deadlines are pending.

That should hopefully see some action.  Oh, and get your boss onside with setting the date on the chairperson too.
