If these were events held in April, I think you will find that they were actually IQPS NI events, but with heavy sponsorship from hotels, recruitment companies and the like and were extremely well attended. I myself, when National Chairman of IQPS, was invited to go over and speak at one event and I was very heartened by the good attendance.
The closure of the NI branch was due to lack of interest in attending the regular monthly smaller-type meetings that most branches hold, and that is sad.
If Tracy is looking to organise the larger one-day, one-off, events, then it is likely she could have a good uptake on these, but regular monthly smaller meeting types are possibly unlikely to succeed - finding a suitable location that everyone will be happy to come to is always the bugbear!
