Determine in outlook express whether or not you had instructed the program to Save email to the server (Tools, Then Accounts, then Properties, then advanced and look under the delivery section.) If you hadn't had them saved to the server then they can and are most likely gone. If you HAD them saved to the server, even if you have the delete from the server when cleared from the Deleted items box, they MIGHT be present on a backup somewhere. Trouble is, except for a total systems restore, Tech's dont often know how to find stuff within their backup.
To keep this from happening again, in Regular Outlook, go thru the same process (tools, accounts, etc) except leave unchecked, the clear items from the server after deletion box, ad then warn techie that he'll need to make sure that outlook is set up properly to ensure your files arent lost within the server and that your allocated mailbox space doesnt cause bounced mail because it goes over some predefined limit.
