Always, be it for interviews, gifts, social occasions, invitations (even if you cannot attend) etc. It is common courtesy and shows that time and consideraiton have been put into the thank you, making it mean something in an era where everyone is too busy to say thank you, never mind mean it!
There is no excuse for bad manners.
