I was going to say most women love getting pampered but not sure you would even get a decent manicure for $25.  Even afternoon tea for two can be expensive.

Difficult really if you are on a budget but you might be better to go for something that does not signify age.  Along with the cake you could add -

- Arrangement of flowers
- Yankee candle
- Cava or pink champagne
