In my husband's company the way they handle it is that the tickets are completely bought by the company.  For a $50.00 ticket/person, they would charge $10-15.00/couple, and then give them "credit" for that amount to use at the bar or something.  This way it's free, or close to, for each couple but requires them to pay something up front in order to hold a seat.  When it's their money they tend to take it more seriously.  And when you look at a couple only paying $10.00 or $15.00 for $100.00 worth of tickets, then they're getting a great bargain even if they don't get that money back.
