I'd suggest talking to the company who is running the cruise and see if you can get the tickets that aren't used refunded. Other than that this is something that usually happens. All you can do it take the headcount and hope for the best. Mostly I've seen that companies just had to cut their losses.
Maybe, in the future, you could put a cancellation date on these things for the employees. Say if they cancel after whatever date you give the final headcount then they have to reimburse the company for the ticket(s). Just a thought.
The cruise sounds like a great time...enjoy it!
