JustPeachy... being a federal employee has worked great for me too.  Like you said, the ability to move and keep your time-in-grade, lv, and accompanying statistics is great.  Also, with my spouse being military I have spousal preference which allows me to compete for those job only listed in-house and increases my chances of staying at the same grade as the position I left.  And changing the title from "secretary" to "program assistant" definitely opens up the jobs you'll be considered qualified for.  We all know that most of the job skills needed are the same for both but it seems that potential bosses don't realise that and don't want a secretary for an assistant.     Go figure!?
