Not sure this will help, but I found myself in your position a few years ago. If you ever read through my postings you will know I was rarely busy or challenged. I began to feel that was the norm.
Unfortunately having faced redundancy several times, there is nothing else to do but accept work where you can. That said, 3 years on and 3 bosses/departments later, I am still in a job I enjoy, albeit a limited one. This company retains their employees long-term so it's hard to move upwards.
For me personally, having a job is now way more important than having a career. I don't want any more responsibility than I have and quite frankly that suits, because I don't take work home and I don't work in a stressful environment. I have brought skills to this role/company and it has been noted, although not necessarily rewarded.
One thing I will say is and I know others will agree, pursue some kind of course or professional development programme. Whether it's something that can be funded in part by your employer is also something you could investigate. I think a lot of us face the same problems at certain times of the year and we just need a little pick-me-up from time to time.
What kind of level/field is it you want to move into?
