A company can fill a position legally without ever advertising or interviewing and fill it with the boss's offspring.  I recently inquired about becoming a floor caption where I volunteer usher and was told they don't accept applications but approach a volunteer when they see the need.  I asked one of our employment attorneys if this was legal.  Oh yes he says, they can hire whoever they want without advertising or posting a position.  As long as they don't discriminate on race religion etc...
Synopsis: just because companies have hiring practices doesn't follow that this is federal or state law.
